Sheriff Barney’s Tall Tales in the County of the Land of Oz

Seems there are some questions out there as to the honesty of a certain sheriff.

The longer the Sheriff of Kershaw County is in office the more tall tales he tells. Sheriff Jim “Barney” Matthews had told so many tall tales–some before he was even sworn in as Kershaw County’s High Sheriff–that he now has $8 million worth of defamation suits.”  Oh well, they can’t all be Sheriff Richard Mack.

As the race for sheriff heated up, Matthews started making many wild accusations of corruption in the sheriff’s department, stating that evidence had been lost, there was no ammo, the sheriff was showing a lack of leadership, and other such allegations.  With no proof given, Matthews fired away with his propaganda and fairy tales. Those tall tales resulted in two $2 million law suits against him.”

Matthews was sworn in as sheriff in January 2011 and the tall tales continued. He started first accusing Chief Magistrate Judge Hartis and his staff of misappropriating funds from the victim advocate funds. This has led to yet another $2 million law suit.”

“The weird thing about all this is that Barney is supposed to be a Republican but it appears, from his own statement, that he is doing the bidding of a very powerful and prominent Democrat Senator.” Seems there is quite a tale of intrigue afoot.

Are Citizens of Kershaw County safe on their own property?

It appears on April 20, 2011 Patty Motley was arrested for breach of peace on her own property just for asking the officer to do the job he was called to do.
Motley states that her neighbors dog came onto the property chasing the cats where she and her mother managed to stop the dog and call Animal Control to pick it up. In the meantime the neighbor who owns the dog showed up and caused a disturbance. He was yelling and accusing them of stealing his dog. After twice telling him to leave the property Motley called the Kershaw County sherifs department to have the gentleman removed from the property.
“We have had problems with this dog in the past and had been to court over the dog where the owner was told to keep the dog restrained. With this on our side we thought the problem would be handled.” she stated.
She goes on to say when the officer came he stood at the road talking to the trespasser and when she asked the officer to remove him from the property, as his truck was parked on the property, the officer said he couldn’t because he, the officer, had him blocked in. She states she repeated to the officer she simply wanted the guy off the property. The officer then threatened her with jail and asked if she knew who she was talking to. When she said, “A public servant.” the officer came in the gate and cuffed her.
She says at this time the Animal Control officer came into the yard and the deputy removed the cuffs. At that time she told the AC officer about the history of the dog and that the neighbor was told to keep the dog shut up by a judge. He asked about the dog and she directed him to speak to her mother who was with the dog in the back yard as she had all the particulars of the case. Motley states that at this time he never went back to see her mother. She again told the deputy she wanted the gentleman removed and again was told he could not leave because the officer had him blocked in.
By now she felt neither of these two officers were going to do what they were called to do so, she said ,she just threw up her hands and started to walk off and heard the deputy coming up behind her so she just stopped and put her hands behind her back. He cuffed her again and put her in the car and left the scene  neither telling Motley what she was arrested for or telling her her rights and leaving the trespasser on the property. The AC officer even gave the neighbor his dog back which even a judge told Motley did not sound right as the dog was on their property when the AC officer arrived.
The deputy wrote on his report that Motley was arrested at an address where she states She had never been and that she was yelling. Motley says she was on the phone with a witness until she was cuffed the first time who can attest to the fact she was not yelling. He also accused her of upsetting the neighbors child but she says the neighbor had the child upset when he came up yelling and her mother was a witness to this. He also accused her of throwing her hands up in the AC officers face and yelling at him. The AC officer was in the court room but left before Motley’s case was called.
The officer did not prosecute the case and she now has a court order to expunge all records she received in the mail but never requested. But Motley said this still does not change the fact she spent a night in jail for committing no crime. “This is a sad state of affairs in Kershaw County when the criminals have more rights to your property than you do and you go to jail for asking the sheriffs department to do its job.” she said.

KCSD turns blind eye on frightened citizen.

On August 21, 2011 at 2:00 am Sissy Nichols was awakened by her husband telling her to call 911. he informed her that a Mr. Charles Scott was trying to gain entry to their home armed with a rifle. Sissy looked out the window and seeing the rage on Mr. Scotts face was in fear of her life. Mr. Scott continued to bang on her door until something fell off the wall and frightened him away.

At this point Mr. Scott went to a neighbors house where he tried to gain access to a shed and was arrested.

Mr. Scott had started his spree that night at his sons, a Kershaw County deputy, house where he was in a fight with his son and and broke into his sons truck where he got his hands on the rifle.

Mrs. Nichols was not allowed to file a report at that time and had to wait 10 hours before a deputy finally took her statement. She was told that no report was taken that night because her husband had not informed the officer of the attempted break-in. However, Mrs. Nichols had called 911 to report the incident at the time it was happening. They were also told the fact they knew Mr. Scott was also a reason no report was filed.

The Sheriffs department told Mrs. Nichols that Mr. Scott would be charged with attempted burglary but a call to the Kershaw County Detention Center resulted in Mrs. Nichols finding out that Mr. Scott was only charged with public disorderly conduct. She is now being told she can only bring charges of trespassing.

At this time Mr. Scott is out of jail. It is unknown at this time if Mr. Scott posted bail or was released on a PR bond.
